Read the record

Ludtke says existing databases and reports could allow Schwaab to do much of the home-occupations work himself. She states that four Hyannis Councilors support the project. Florence explains that Schwaab first suggested the records-request route, says either approach is acceptable and asks that requests go through him with time for staff to respond.

What it establishes

Councilor advocating outside researcher’s access to staff/existing data, with staff procedural limits.

Limits and context

No database credentials, exclusive access or delegated municipal authority is established. Ludtke’s claim of four Councilors’ support is her statement, not four independent endorsements. Actual file delivery is separately described in OCR context and is not certified here.
