Florence provides a counteraccount of the enforcement dispute

6 February 2025 · Source page checked

Florence says he acted on some complaints, rejected others and repeatedly advised ZBA review; Schwaab contests the service and cost.

People named in this record: Brian Florence, Eric Schwaab

PRR #2025-0472, Package 6, PDF page 86 / printed 491

Read the record

Florence’s February 6 message describes a mixture of enforcement actions, referrals and findings outside his authority. He says Schwaab cited expense in declining ZBA appeals and proposed taking the dispute to public opinion. Schwaab’s enclosing response argues for separating enforcement from Inspectional Services and says appeal costs are unreasonable for many residents.

What it establishes

Disputed enforcement accounts and discussion of public pressure, alongside an official explanation of process.

Limits and context

Both accounts remain attributed. This is not a finding that enforcement was adequate, that complaints lacked merit or that seeking publicity was improper. Later allegations about individual properties are not adopted.
