Read the record

On July 4, Schwaab cites online criticism and asks Clark for a statement explaining her vote on the Craigville Beach easements. Clark replies that evening, supplying language she says was prepared with guidance from Attorney Nober. It explains her consideration of benefits, protections and legal advice, and invokes confidentiality around executive-session discussions. Clark also says she believes she has answered constituents except one. On July 5, Schwaab says he will try to soften the statement and urges further explanation of substations and groundwater protections. The August 2025 headers record forwarding to the FOIA mailbox, not the date of this exchange. The July 4–6 chain includes an advance story, Clark’s request that Schwaab not write it, and her denials that she promised to stop a vote or secured an agreement. The checked revised draft removes those specific phrases. The later message offers publication as part of repairing her reputation before an election.

What it establishes

The chain documents a request for an elected official’s public explanation, a substantive response, and a stated intention to revise its wording. Advance review, explicit disagreement, factual correction and pressure; recipients are not passive proof of endorsement.

Limits and context

The selected pages do not establish publication, the final wording, actual audience response, or any change to the vote. Clark’s account of constituent replies and legal guidance remains her account. The entry makes no finding about executive-session law or the project’s environmental effects. No final publication or resulting political effect is established. Preserve Clark’s correction rather than repeating disputed claims as fact; cable, water and vote-causation assertions remain attributed.
